Urban renewal is the process of replacing or upgrading older residential buildings in Israel. The two main tracks are evacuation-and-reconstruction (Pinui Binui), in which old buildings are demolished and replaced with new, larger ones, and TAMA 38, a national outline plan for strengthening existing buildings against earthquakes, often by adding floors or rebuilding.
